AMSA issued Marine Notice 12/2022, Requirements for the use of exhaust gas cleaning systems in Australian waters.
The purpose of this marine notice is to advise vessel owners, operators and masters of Australia’s requirements for the use of Exhaust Gas Cleaning Systems (EGCS).
In this Marine Notice, ships must comply with IMO 2021 Guidelines for Exhaust Gas Cleaning Systems (resolution MEPC.340(77)).
Prior to being discharged into Australian waters, EGCS wash water must comply with discharge water quality criteria set out in the 2021 EGCS Guidelines. While there are no prohibitions on the discharge of wash water from EGCS in Australian waters, some port Authorities may encourage vessels to avoid discharging wash water within port limits.
Update on 30 Nov. 2022
By AMSA Marine Notice 05/2019, it was required for vessels to report EGCS related items including result of wash water testing before arrival Australian port. We have asked clarification to AMSA because there is no such requirement in the Marine Notice 12/2022. Then we have received answer from AMSA as below.
////////////quote////////////////////////////////////////////////////////////////////////////////////////////
Marine Notice 05/2019 is superseded and no longer current.
If you are referencing the washwater data collection as per appendix 3 of MEPC.259(68) or discharge water data collection as per appendix 3 of MEPC.340(77) then please contact your flag State for their requirements.
However the EGCS discharge water/washwater must meet pH criteria, PAHs, Turbidity and Nitrates limits.
Please refer to MEPC.259(68), (or MEPC.340(77) where applicable for newer EGCS installations) for EGCS washwater data and reporting that should be available to port State Inspectors.
