From September 1 to November 30, 2025, a joint PSC Concentrated Inspection Campaign (CIC) on the Ballast Water Management Convention (BWMS) will be conducted by the Tokyo MOU and Paris MOU.
This campaign is part of the annual CIC initiative, and for 2026, a CIC focusing on Cargo Security has already been announced.

The CIC inspection applies to all ships and is carried out in conjunction with regular PSC inspections. During the campaign period, PSC officers in the relevant regions will check additional items related to the CIC as part of their routine inspections. Each ship will be subject to the CIC inspection only once during the campaign period. PSC officers will use a predefined checklist to verify specific topics and areas related to the CIC.

During the CIC, PSC officers will use a dedicated questionnaire consisting of 10 items. If a ship is found to be non-compliant with critical inspection items, it may be subject to detention.
The questionnaire covers a wide range of topics, including the status and validity of certificates, crew members’ understanding of the Convention, operation of equipment, compliance with procedures, and management practices. Therefore, it is strongly recommended that all relevant vessels be informed in advance, and that crew members conduct thorough checks to ensure there are no deficiencies in documentation or procedures, in preparation for the campaign.
