Dalrymple Bay Coal Terminal (DBCT) issued Mooring Line & Vetting Requirements – Update.
The recommendations will be implemented in a phased approach to minimize any potential impact to vessel operators. The first phase contains changes which should be relatively straightforward to implement and are scheduled to come into force at six months from the date of this letter, with a second tranche of changes which may require more effort to implement and will require to be implemented within 18 months from the date of this letter.
In addition, High Modulus Polyethylene (HMPE) lines will not be a mandatory future requirement
for vessels calling at DBCT P/L.
Phase 1 will be implemented at six month from 14th Oct. 2022,the date of the letter, so that the implementation date will be 14 April 2023. Compare to the next phase, the requirements are relatively easy to take, but it may need some preparation. The requirements are, setting chafe protections, having spare mooring lines onboard, mooring lines inspection every 3month, etc.
Phase 2 will require to be implemented within 18 months from the date of the letter. which will be 14 April 2024.
It is required to have Mooring Safety Management Plan (MSMP) and Line Management Plan (LMP), Brake rendering test in accordance with MEG4. There are requirement for mooring lines such as prohibit to use Nylon lines and max usable period of mooring lines.

Update on 21 Sep. 2023
We have replaced the Letter 'Mooring Line & Vetting Requirements' as it has been updated. There are three main changes.
1. Spare Lines
In the latest letter, 'new spare line' has no longer required and only 'spare lines' are required.

Vessel must have spare mooring lines in good condition – number of suitable spare lines required to be advised. Minimum 30% spare mooring ropes to be stocked on board. Vessels under 225m length overall (LOA) are to have minimum 4 spare lines and vessels over 225m LOA to have a minimum 5 spare lines.

2. Chafe Protection
DBCT is aware of challenges in the procurement and timely delivery of both ship mooring lines and of good quality chafe protection. If a vessel cannot conform with these aspects of the above requirements, then provided that supporting evidence is supplied in the way of a purchase or supply order, that the ship has conducted best endeavours to procure the necessary equipment, the terminal will conditionally accept the vessel on a single voyage basis.
3. Nylon Lines
All Nylon lines were not accepted at previous letter. In the latest requirement, high quality nylon lines of double braided construction can be accepted.
