【Regulation】 Panama Canal Vessel Requirement from 2023

PMA issued  ‘OP Notice to Shipping No. N-1-2023’ on 1 Jan. 2023 as usual. You can find the shipping notice from below link.

We have studied the differences of the regulation from the one of 2022, and we describe some major revised regulations.

In addition, we created a regulation comparison list between 2022 to 2023. Please find attached file.

※Please note that this survey was conducted independently by OMC and does not guarantee that all changes have been covered. We also recommend that you check with the shipyard or PMA regarding permission of Panama Canal for each individual vessel.

Revision from the 2022 regulation

1．Change of minimum length of Mooring Lines (attached file No.2)
Minimum length of Mooring Lines changed from 100m to 200m.

2．Requirement for Neopanamax vessels to moor at Cocoli tie-up Stations  (attached file No.2)
All Neopanamax vessels shall have these lines so arrange that they will be able to moor at Cocoli tie-up Stations.

3．Submit declaration when bulk carrier transporting Nickel Ore(attached file No.5)
All bulk carriers transporting Nickel Ores of Nickel Concentrates shall submit documentation with current information on the Transportable Moisture Limit and Moisture Content.

4．Decralaring atmosphere conditions within empty tanks (attached file No.6)
Tankers with empty cargo or slop tanks must declare whether these tanks are gas free or not.
