【PSC】 Paris MOU updated Performance list of Flag and RO

The Paris MoU Committee approved at its 56th meeting the 2022 inspection results
and adopted new performance lists for flag States and Recognized Organizations
(ROs). These lists will take effect 1 July 2023. You can check the list from below link.

Please be noted

• Panama flag moved to Grey List from White List
• Other major flag states such as Liberia, Bahama ,Hong Kong and Cyprus has remained on the White List.
• Major ROs such as Class NK, ABS, DNV, Lloyd's are certified as High Performance on the RO Performance List.

※Performance List

The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions during a 3-year rolling period for flags with at least 30 inspections in that period. Also Paris MOU calculate the performance of RO and make the performance list. These lists are updated yearly and effective from 1 July to 30 June of next year.
These lists are used as part of the risk assessment of the safety of vessels calling at ports under the jurisdiction of the Paris MOU, and the priority and interval of PSC inspections are determined based on this risk assessment.
