We would like to introduce the summary of PSC Annual Reports 2022 issued by ClassNK.
※Note : The ClassNK PSC Annual Report is information only for NK ships prepared according to the 2022 PSC Annual Report issued by TOKYOU/Paris MOU/USCG in accordance with IMO Resolution A.1155(32)“Procedures for Port State Control”
[1] Summary
※Information on PSC inspection results in 2022 was difficult to compare with previous years because of the different circumstances caused by COVID-19 restrictions.
- The number of PSC inspections in 2022 is slightly increased than 2021 about 3.4% (from 11717 to 12114).
- The number of PSC detention (for Tokyo MOU/Paris MOU/USCG) in 2022 is significantly increased than 2021 about 46% ( from 185 to 270). In case of Paris MOU, the detention rate is the highest in 10 years.
- The number of PSC detention (for worldwide) in 2022 is significantly increased than 2021 about 30%. (from 241 to 313)
- Detention rate (for Tokyo MOU/Paris MOU/USCG) in 2022 has been significantly increased than 2021. (from 1.58 to 2.23).
- PSC Detention Ranking by Country : Australia(54), China(41), Russia(32), Indonesia(22), Italy(18), Canada(12), Turkiye(8) and USA(8)…
- The most prominent defects that lead to detention are related to Fire Safety, ISM, and LSA, which is similar to past trends.
[2] Changes in the number of inspection and the Detention rate for each.
Compared to 2021, the number of inspections for Tokyo and Paris MOUs in 2022 are increased from 7.3% to 12.3%, but the number of inspections for USCG is decreased about 14%.
Compared to 2021, the detention rate for all is significantly increased (Tokyo MOU: 1.6% to 2.20%, Paris MOU: 3.17% to 4.13%, USCG: 0.26% to 0.35).
[3] Black List/Grey List/White List
Each authority announce lists of flag and RO(recognized Organization) which is risk based evaluation. These lists are one of the criteria by the Authority to determine the frequency of vessel inspections. For example, if a vessel’s flag administration is listed in the Black List, authorities consider that the vessel is high risk ship, thus inspection frequency may be more.
These lists are regularly updated, and the new lists beginning from July every year are published in each annual report of previous year. Panama flag is listed in White List for Tokyo MOU, however Panama flag is listed in Gray List for Paris MOU. Panama is removed from USCG Targeted Flag List this year.
[4] Tendency of deficiency
4.1 Detainable Deficiency
The most prominent defects that lead to detention are related to Fire Safety, ISM, and LSA, which is similar to past trends.
Below are common deficiencies.
- Fire Safety:Damaged fire damper・ventilation・Fire pumps and its pipe・Fire doors/openings in fire-resisting divisions・defect for fire detection and/or fire alarm, etc.
- ISM(SMS):There are various defects including “crew not familiarized with company SMS and Lack of maintenance of ship equipment….etc.
- LSA:Defect for Lifeboat or Rescue boat( damaged boat・improper accessories・readiness of the boat)・damaged Immersion Suites etc.
- MLC : Seafarers Employment Agreement expired. Salary not paid. Medical certificate expired. Sanitary facilities in unhygienic and damaged condition. Galley in dirty and unhygienic condition.

4.2 Deficiency

There are some difference tendency, but Fire Safety and LSA is common defect categories.
