In the EU, the 'Fuel EU Maritime' regulation to promote the use of low-GHG fuels on board ships will officially enter into force on October 12 2023.
1.Ships to be applied
Ships which are above 5,000GT
2.Scope of voyage
Voyages between, to or from EU ports.
3.Summary
There are mainly two part
① A limit is set on the "GHG intensity (GHG emissions per energy [gCO2eq/MJ]") of the fuel and the limitation will become strict by each 5 years. And each type of fuel also have the GHG intensity. In case ship's consumed fuel exceed the GHG intensity limitation, it is required to pay penalty.
②Container ships are required to use OPS while berthing EU ports from 2030.

To be applied from 1 Jan. 2025
5.Who shall be comply?
’Company’ is the one who shall comply with this regulation. ‘company’ means the shipowner or any other organisation or person such as the manager or the bareboat charterer, which has assumed the responsibility for the operation of the ship from the shipowner and has agreed to take over all the duties and responsibilities imposed by the International Management Code for the Safe Operation of Ships and for Pollution Prevention.
