To prevent the introduction of invasive species, regulations regarding vessel hull fouling (Biofouling) have been in place for ships calling at Australia since June 2022, as you may be aware. Australia designated the period up to December 15, 2023, as the 'Education Phase' following the introduction of these regulations, lasting one and a half years.
Recently, the Australian biofouling management requirements were updated, and Version 2 has been released. Version 2 incorporates some aspects of the IMO Biofouling Guideline adopted in MEPC80. Taking into account the authorities' experience since the regulation's application in June 2022, Version 2 provides clearer guidelines. While the exact implementation date of Version 2 is not explicitly mentioned, our inquiry to the Australian Department of Agriculture, Fisheries, and Forestry received a response stating that it will be applicable from December 15, 2023.
Changes from Version 1 include:
- Clear provisions on the minimum information to be included in the Biofouling Management Plan (BFMP) and Record Book (BFRB). Please refer to Appendix A of the requirements for details. The Australian Department of Agriculture, Fisheries, and Forestry has also provided a template for BFMP, available in the attached file.
- Evidence of proper biofouling management may require the submission of an Underwater Cleaning Report. Minimum requirements for the Cleaning Report have been clearly outlined; refer to Appendix B of the requirements.
If your vessel is scheduled to call at Australia after December 15, 2023, it is advisable to review your vessel's BFMP and BFRB in accordance with Version 2 of the Australian biofouling management requirements.
