RightShip and INTERCARGO launch the Dry Bulk Centre of Excellence (DBCE), an independent, not-for-profit industry organization dedicated to raise standards and best practices across safety, security, environmental performance, and social welfare in the dry shipping sector.
DBCE is an independent, not-for-profit organization entirely separate from its founding organizations. Its purpose is to reduce operational incidents, improve operational standards and drive industry best practices in the dry shipping sector. DBCE will achieve their goal by providing 'DryBMS' which is a framework for evaluation and self-assessment for ship management company.
You can download this DryBMS guidelines and standard from DBCE website. In addition, from May 2024, DBCE will maintain a secure portal where ship owners and managers can complete digital self-assessment against the DryBMS framework. Ship owners and managers will then have the optional ability to share the results of their self-assessments with their charterer customers. In addition, DBCE will establish an independent self-assessment audit verification process for evaluating and verifying actual performance against self-assessments. DBCE will accredit independent auditors to its defined standard, whom companies may engage to perform audits of their self-assessments in their respective ship management offices.
The evaluation system of this management company is similar to the 'TMSA (Tanker Management and Self Assessment)' in the tanker/gas shipping industry. TMSA is not a treaty or regulatory requirement, and its implementation is at the discretion of each management company. However, most ship management companies that manage tankers/gas ships implement TMSA due to requests from cargo owners and charterers.
It is currently unclear how DBCE will be positioned in the future dry bulk industry, and our company will continue to update through the support center.
