Pilbara Port Authority issued ’Pilbara Ports Mooring Standards (Port Hedland)’(herein after ’the Mooring Standard'). Ships planning to enter Port Hedland should be aware that this new Mooring Standard includes requirements that go beyond those set forth in the IMO requirement. Below is an overview of the contents.

3.Requirement
3.1 Mooring Line Management Plan (MLMP)
DOC holder must have a MLMP. As per IMO MSC.1/Circ.1620, all vessels must hold their MLMP, the mooring standard require to include more contents in the MPML than the IMO's one such as procedures and training protocols for the crew on snap-back zones, mooring hazards, and the application of the render set point.
3.2 Mooring Line
Mooring Lines MBL shall be 100-105% of the Ship Design MBL, the maximum diameter must not exceed 110mm, the minimum length shall be 220m. All mooring lines must be end-to-end 2.5 years after first use and retired when residual strength is 75% of the design MBL or after 5 years from the certificate date.
3.3 Mooring Tail
Mooring Tails MBL shall be 125-130% of the Ship Design MBL, the maximum diameter must not exceed 110mm, the overall length is 11m(however, for exposed mooring a 22-metre tail provides additional elongation in the mooring arrangement). The mooring tails shall be retired when residual strength is 75% of the design MBL or after 24 months from the certificate date.
3.4 Winch Brake Render Test
Conduct winch brake render test at least annually. Pilbara Ports recommends the vessel’s manager set the brake at 60% of the Ship Design MBL.
4. NON-COMPLIANCE
Vessels not compliant with the mooring line retirement policy set in this standard will be assessed on a case-by-case basis and require approval from Pilbara Ports and the terminal. The assessment will consider:
Condition of the lines
Operator’s mooring-related incident history
Documented maintenance and storage regimes
Documented hours of use for each mooring line
Terminal’s acceptance letter
