The Member Authorities of the Tokyo and the Paris MoU on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) on Crew Wages and Seafarers’ Employment Agreement. This CIC will be held from for three months, commencing from 1 September 2024 and ending 30 November 2024.
During the CIC, PSC officer will conduct special inspection for the campaign by using a pre-defined questionnaire in line with normal PSC inspection.
There are eleven questions in the questionnaire and only one non-conformity may result the ship's detention, depends on its seriousness.
This questionnaire is the same as the additional inspection items in the Annual Safety Inspection conducted by the Panama Maritime Authority from March to August this year. If any of your ships have undergone such inspections by the Panama Maritime Authority, sharing your experience and findings with your ships will be an effective measure.

In addition, SEA and crew wage are areas in which the Manning Department is heavily involved. Information sharing and cooperation between the ship management company and the Manning Company, or between the management company's HSEQ department and the Manning Department, are also important factors.
