EU-ETS for shipping sector will start from 1 Jan. 2024.
We would like to share that EU Committee published a draft act for detailed rules for the administration of shipping companies by administering authorities under the EU ETS Directive (Directive 2003/87/EC), including in relation to the assignment of companies to administering authorities.
This draft act is open for feedback by 28 September 2023 and Commission adoption is planned for 4Q 2023.
The major point in this draft is,
- shipowner is the one who has obligation to surrender allowances under EU-ETS.
- shipmanager can take over the obligation from shipowner.
- In case shipmanager take over the obligation from shipowner, they shall provide its
administering authority in respect of a shipping company with a document clearly
indicating that it has been duly mandated by the shipowner to comply with the ETS
obligations.
