When vessels call Brazil ports, they sometimes are required to have specific certificate such as 'Pest Control Cert', 'Fumigation Cert' , and/or 'Air Quality Control Cert'. What is background of these requirement, and is vessel's SSCEC not enough to comply with local requirement?

These local requirements are based on Brazil domestic low 'ANVISA RDC No.72, dated 29/12/2009'. International Vessel’s normal hygiene measures, which actually comply with international regulations, does not meet Brazil domestic low.
【Background】
There is international regulation for WHO member flag vessel's quarantine, called IHR(International Health Regulation)2005. The inspection and issuance of SSCEC is also stipulated here.
IHR is a regulation to prevent the international transmission of diseases while minimizing the impact on international transportation. Brazil is one of a member country of WHO.
In addition, the hygiene and health of the ship are stipulated in MLC2006. Each management company puts MLC2006 into their SMS etc. and manages hygiene on the ship.

There are following text in ANVISA RDC No.72, dated 29/12/2009 Article80.
‘vessels shall, every 6 months, be submitted to procedures of disinsectization and de-ratisation and that documentary evidence of the procedures carried out, in the form of records and certificates, shall be made available to the port health authorities. ’
According to the above regulations, ships are required to administer chemicals for exterminating pests, mice, etc., and to have records and certificates
The ship regularly cleans and disinfects Galley, etc., and administers chemicals as needed (or regularly depending on the management company), which is recorded in the onboard record book, but usually vessel does not have official certificate of administer chemicals. So that vessel is regarded not complying Brazil domestic low.
In this case, when vessel call Brazil, vendor board the vessel to put chemicals and Pest Control Cert is issued.
Please be noted that even there is such Brazil domestic low, it is case by case if local port authority require vessel to show these certificate.
