Summary
- RightShip Inspection is to physically check all safety-related ship conditions by RightShip inspector's onboard inspection.
- RightShip Inspection is required by the following three reasons. ①In the process of RightShip Vetting, the ship’s actual safety condition check is required. ② the ship’s Safety Score is 2 or less, and the safety score may be improved by RightShip Inspection. ③other than above ① and ②, Special requirement by to the special ship by specific ports, such as requirement by some Australian port and/or by specific resource Majors.
- RightShip Inspection is carried out by using ‘RightShip Inspection Ship Questionnaire’(RISQ). It is important for ship’s managers and ship crew to prepare well-in advance by checking RISQ when they intend to take RightShip Inspection.
1) What is RightShip Dry Inspection?
RightShip Inspection is an inspection to check all safety-related conditions of a specific Dry Bulk Carrier by use of RISQ .
Inspection results are provided to a specific customer (Charters, Ports and Terminals) as part of the Vetting Service. Inspection results will not be disclosed to any third party other than a specific customer.
2) What is RightShip Vetting?
RightShip Vetting is a detailed review process for a specific ship in response to requests from clients (shipping companies, shippers, terminals, etc.) who have contracts with RightShip for Vetting services. A typical reason for the clients to request vetting services is when a ship has been nominated for a voyage involving the clients. The vetting is carried out by using RightShip criteria(‘Dry Bulk Standard Vetting Criteria’). In addition, they carry out the vetting by using each client’s criteria if they request it, and the results is provided to customer. Please find this article about the differences between vetting and safety score.
3) Why are owners requested to take RightShip Inspection? ①Vetting reason
As it is described in 2), RightShip carry out ship’s detailed reviewing upon client’s request. The above-mentioned 'Dry Bulk Standard Vetting Criteria' is used for the reviewing, and specifically, a wide range of items such as PSC inspection, accident history/vessel age/management company are reviewed. Then, in some cases, the ship is required to take RightShip inspection for further reviewing if the vetting process cannot complete by paper reviewing only. You can find Such requirement in the criteria.
Please note that Safety Score is just one of the index in the vetting process. Thus, ships with Safety Score 3 or more may be required to take RightShip Inspection.
4)Ships subject to RightShip Inspection (as per "RightShip Dry Bulk Standard Vetting Criteria")
- RightShip customers (Charters, Ports and Terminals) request.
- Vessels over 8,000 DWT and over 14 years of age (Annual inspection is required)
- Vessel with excessively high numbers of PSC deficiencies over a period of 24 months which show no signs of an improving trend. (Generally, more than 25 PSC deficiencies pointed out per 12 months)
- Vessel with no PSC Records in the last 24 months
- Vessels with 2 or more PSC Detection in the last 24 months
- Vessels with recurring type incidents regardless of category over the last 36 months.
- Vessel which has been involved in a Category A or Category B accident within the last 24 months where fault is proven.
- Fleet of DOC Holders found to be generally poor in terms of overall operational and safety performance.
- Vessels found to be generally poor in terms ofoperational and safety performance.
- Others
5) Relationship between RightShip Inspection and Safety Score
What is a relationship between RightShip Inspection and Safety Score?
Safety Score is a score which is calculated based on Safety Score Rule on RightShip Platform. RightShip Inspection result nor record itself is not included in the Safety Score Rule. Thus, the record of the RightShip Inspection does not affect safety Score except ‘some special cases’ such as ship’s age over 14years. Ship’s Safety Score will not go up 3 to 4 or 4 to 5 even the ship take RightShip Inspection.
Then, what is ‘some special cases’?
6)Why are owners requested to take RightShip Inspection? ②Safety Score
When a ship’s Safety Score come down to 2 or below, owners are sometimes requested to arrange RightShip Inspection to improve the Safety Score. For example, the ship which has been involved in a Category A accident within the last 12 months, and/or ship with 2 or more PSC Detection in the last 24 months. In such cases, ship’s Safety Score may be improved by taking RightShip Inspection, subject to its result.
Please note that RightShip Inspection may not be a only way to improve the Safety Score. Parties involved should discuss what is the best way to improve the Safety Score.
7) RightShip Inspection Types and Preparation of inspection
RightShip inspection has two options. The first is a traditional approach in which
inspectors board and inspect. (Dual inspection is available. Dual inspection is similar to the standard one only being performed by two(2) inspectors to shorten the inspection time.
The second is a hybrid approach that examines the documentation provided by the ship manager prior to the boarding inspection and then inspects only the necessary items. Both approaches must answer all questions.
RightShip Inspection is an inspection using RISQ, and it is important that ship and ship manager shall check and verify all RISQ items in advance with sufficient time.
