[1] What is EEXI?
Under the GHG reduction strategy, fuel efficiency performance regulations have been started for new ships in 2013 as a CO2 reduction measure, and it is obligatory to keep the evaluation by the unified index (EEDI) below a certain value.
EEXI obliges existing vessels to have almost the same level of fuel efficiency as newly built vessels, and is a system in which the competent authority inspects and issues certificates, which applies to all vessels engaged in international voyages of 400 GT and above.
- This regulations do not apply to specific type of vessel, same as EEDI
- Both EEDI and EEXI regulate "the amount of CO2 emissions from a ship when the ship sail transports 1 ton cargo for 1 nautical mile"
[2] Required EEXI
The EEXI regulation value is the same as the EEDI regulation value for new ships as of 2023, and in the case of bulk carriers (20,000 to 199,999 DWT), the reduction rate is 20% which is equivalent to EEDI Phase 2 from the EEDI Reference Line.
Please refer to MEPC 328 (76) (page 43, 44) for the reduction rate of each ship type and size (DWT).

[3] EEXI Compliance deadline
The EEXI regulation was adopted at MEPC 76 in June 2021 and is required to comply with the first periodical survey of IAPP certificate (annual, intermediate, renewal) on or after 1 January 2023. Ships delivered on or after 1st Jan. 2023, it is required to comply EEXI regulations by the time of delivery.
[4] Impact on existing vessel
If the Attained EEXI exceeds the Required EEXI regulated by the reduction rate required for each ship type and size (DWT) (Attained EEXI > Required EEXI), the fuel efficiency performance must be improved.
Attained EEXI is same as attained EEDI which vessel has been complying EEDI regulation (ships contracted for construction on or after 1st Jan. 2013 ; or vessels completed on or after 1st Jan. 2015). For ships that do not comply with the EEDI regulations, we recommend to ask classification society or a third party organization (in the case of ClassNK, ClassNK consulting service provides support services) to calculate the EEXI value and confirm it.
※ The following are required as a method for improving fuel efficiency when the EEXI regulation value is exceeded, but a practical improvement method may be EPL.
- EPL : Engine Power Limitation
- Installation of ESD (Energy Saving Device)
- Fuel conversion to low-carbon fuel
[5] Preparation for EEXI
It is required to comply with the EEXI rule by the first periodical survey of IAPP certificate (annual, intermediate, renewal) on or after 1 January 2023 and the following work and ship’s classification society approval will be required. It is recommended to prepare well in advance because it is expected that the number of approval works for each classification society and EPL work will take time to respond after the regulations are applied.
- Making EEXI technical file and approval
- EPL work and confirmation by classification inspector (if required)
- Making Onboard Management Manual for EPL and approval (if required)
- For your reference, ClassNK announce each fee as follow as of Sep. 2021.
- Inspection for EEXI technical file : 101,400 JPY
- Inspection for Onboard Management Manual for EPL : 33,800JPY
- Renewal for IEE certificate : 13,200JPY
We also recommend to confirm following as a preparation before starting to apply the regulations.
- Attained EEXI (= Attained EEDI, or we recommend to confirm the value with ship’s Class or third party organization if the vessel is not comply with EEDI regulations)
- Required EEXI (= Calculated by multiplying the EEDI reference line by the reduction factor specified for each ship type and size.Some specific ship types is slightly relaxed from the required EEDI as of 2023.)
- Whether or not EPL is required (Attained EEXI > Required EEXI). if yes, vessel speed and limited ME power after EPL
- Whether or not there is a conflict with the guaranteed speed determined on TCP
Since the EEXI management evaluation tool has been published by ClassNK, it is possible to easily and roughly estimate the attained EEXI and the required ME output with this tool.
- You can obtain more accurate attained EEXI if ship’s Deadweight / MCRME / LWT (Light Weight/CSR applicable vessel only; CSR applicable vessel has ‘CSR’ on it’s class notation) / ME fuel consumption rate (SFCME,APP) / GE fuel consumption rate (SFCAE,APP) are available. However, since this is a simple evaluation, it is recommended to check the exact EEXI value with each classification society or a third party organization.
