Tokyo MOU and Paris MOU will conduct joint CIC (Concentrated Inspection Campaign)from 1 September to 30 November 2022, and the topic is STCW.
The CIC inspections will be applicable for all ships and conducted in conjunction with the regular Port State Control inspection. A ship will be subject to only one inspection under this CIC during the period of the campaign.

The joint CIC held by Tokyo MOU and Paris MOU is conducted every year. Future CIC topic is planned as ‘Fire Safety’ for 2023, and ‘Crew Wages and Seafarer Employment Agreement under MLC’ for 2024.
[2] Preparation in advance
We would like to introduce examples of preparation on CIC for owners and ship managers.
PSC inspectors will use a list of predefined questions during the CIC. Total 10 questions are listed in the questionnaire, and in case PSC inspector consider a ship do not comply with question No.1~5, 8 and 9, the ship might be detained.
Owners/managers can send this questionnaire to their ships and request crew to check items and feedback with documentary evidence for preparation. If owners/managers have opportunity to visit the ship, they can check ship’s compliance condition by themselves.
However, some questions in the questionnaire have a wide range of questions, so it may be difficult for crew to cover all related questions if ship has/use only CIC questionnaire(for 2022). In order to complement this, owner/manager should prepare past PSC deficiency records related to STCW and share the record with their fleet, for crew’s easy reference.
[3] Deficiencies relating STCW noted by past PSC inspections
Please refer to the following examples of deficiency which may be considered non-compliance during past PSC inspections(year: 2020~2022).
- Crew did not hold required COC / COC was expired/ no crew’s signature on COC
- Crew did not hold flag endorsement / endorsement was expired / crew hold only endorsement copy, no original one onboard
- Crew did not hold relevant certificates of proficiency (COP: such as Basic Training)/ COP was expired
- Record of rest hour did not match with actual rest hour (inspector often check the rest hour record compare to other records such as drill, deck and engine log book)
- Crew’s actual watch attendance record was different from posted watch schedule /Watch schedule was not posted
- Only a engine rating attended engine room watch
- Some of crew did not understand ship’s working language
- Some instructions/working procedures were made by language other than ship’s working language
- Passage plan did not cover all voyage (not berth to berth)
- Ship deviated from original passage plan without appropriate procedure
