As we have posted this article, OCIMF published training videos and instructions on their website.
[1] Transfer Schedule
OCIMF issues transfer schedule from conventional SIRE to SIRE2.0.
- 2022: OCIMF issued Questionnaires of SIRE2.0 and Guidance.
- 2022:It will be issued instructions for pre-inspection
- April 2022: SIRE 2.0 will become operational.※ After 6 months, conventional SIRE and SIRE2.0 will be operational in parallel.
- 4Q of 2022:Finish operation of conventional SIRE.
※At a webiner hosted by OCIMF on Dec.2021, they announced that the reservation for inspection of SIRE 2.0 will start in April 2022, but no official notice has been issued.
In addition, depending on the situation of COVID-19, it is stated that remote inspection by the conventional SIRE inspection will be considered even after 6 months have passed since the start of SIRE 2.0.
Since the migration schedule is subject to change in the future, we recommend to check the official website for the latest information.

OCIMF have not announced official launch date of SIRE2.0. 6 month transition period is available.
[2] Major Changes
a) Pre-Inspection
In SIRE 2.0, the management company needs to upload various information of the ship before the actual inspection. Inspector review the uploaded information before commence the actual inspection.
The information includes vessel’s certificates/documents/pictures of the vessel(it is desirable to take picture and upload these every time before inspection)/operational history of the vessel, etc. This pre-inspection is a new procedure which is added onto current SIRE, we expect vessel and management company are required more workload.
It is announced that pre-inspection guidance will be issued on March 2022.

b) Questionnaire
For conventional SIRE, common questionnaire for all vessels which is called VIQ(Vessel Inspection Questionnaire)is used for the inspection.
For SIRE2.0, questions are picked up from the question list considering each vessel’s machineries and operation history etc., then questions list which is called Complied Vessel Inspection Questionnaire(CVIQ)will be created for each inspection.
CVIQ will be created by picking up questions from Question Library, which is opened on OCIMF website, but OCIMF will not inform the created CVIQ for each inspection to vessels or managers.
Question Library has 985 questions, 26 questions are added from VIQ7. You can download comparison sheet from VIQ7 to Question Library from OCIMF website.
c) Inspection
Major changes for actual inspection is tablet using by inspector.
Inspector input the data such as photographs taken by the inspector on the tablet and documents are also taken into the tablet and reflected in the ship inspection report, so it is expected that the ship inspection report will be easier to understand from a third party.
In addition, the commencement/complete time, GPS position of the inspector, etc. of the inspection will be recorded on the tablet so that the persons concerned can check these record.
Estimated ship inspection time is expected to be 8 hours, which is same as before.
The inspection result will be printed by the ship's wireless printer and handed to the master before the Close Meeting. (If vessel do not have a wireless printer, master will write down the inspection results by hand.)
In some cases, the use of electronic devices may be restricted by terminal regulations, etc., in that case, paper-based inspection will be carried out as before.
d) Observations/Evaluation
The method of inspector's evaluation of questions is also a major change.
In the current SIRE inspection, the inspector's evaluation for each question is answered with Yes / No / NA, and if it is evaluated as 'No', that is, the vessel is not Complied for the question, it is considered as Observation.
In SIRE 2.0, not only Yes / No but also many question items that are evaluated in grades are set.
In addition, the inspector not only record Observation (= Negative evaluation) for each question, but also inputs a Positive evaluation when the condition is higher than expected.
As a whole, it is expected that more detailed and complicated ship inspection results will be obtained compared to the current SIRE results, which are evaluated only by the number and content of the observation.
It is unknown how each OCIMF Member reviews and evaluate these SIRE2.0 results. Currently, each OCIMF Member evaluate SIRE result according to their own Vetting Criteria. If such procedure will be continue, it is presumed that there may be differences in the evaluation of the management company / vessel by each OCIMF members as before.
e) Others
OCIMF does not specify the frequency of ship inspection even after the transition to SIRE 2.0, so it depends on the company that implements Vetting.
A transition period is set for SIRE 2.0, and you can take both the current SIRE and SIRE 2.0 for a certain period of time. However we may be requested to take SIRE 2.0 by shipper/charterer, etc., even if conventional SIRE is operational. So that it may be a good idea to be ready for SIRE2.0 well in advance.
[3] Preparation for owners
What are some preparations for migrating to SIRE 2.0? Here is an example of possible preparations.
- Check pre-inspection procedure
- Check the procedure such as how to reserve a inspection and how to enter Operator Comment after the inspection.
- Review Question Library
- Inform crew members of SIRE 2.0 preparations, procedures, precautions, etc.
- Examining equipment for smooth Inspection (wireless printer, confirmation of vessel’s communication data capacity, etc.)
- Consideration of ship inspection witness by management company
