[1] EEXI requirement - Simple flow chart
For EEXI (Energy Efficiency Existing ship Index), which will come into effect on January 1, 2023, we have created a flow chart up to the response method and certification. Please find attached file.

In accordance with the "CII Fuel Performance Rating System", which will be operated from January 1, 2023, vessels subject to the rating system are required to develop a SEEMP Part III on or before December 31, 2022, and should be confirmed by the Administration or a Recognized Organization (RO).
What is the CII fuel economy performance rating system?
It is a mechanism to promote the improvement of fuel efficiency of international shipping as a whole by checking the annual fuel efficiency of ships and rating according to the result.
The CII rating is introduced from 1 January 2023 based on the annual fuel consumption of each ship.
The ships subject to the CII rating are required to develop a SEEMP (Part III) to include "CII calculation methodology", "Required CII values over the next 3 years", "implementation plan for achieving the required CII" and "procedures for self-evaluation and improvement", which should be confirmed by the Administration or an RO. From 2023, the IMO DCS data will be subject to the CII rating, and a rating (A, B, C, D or E) will be given to each ship from 2024. For ships that has E rating in any year or D ratings for 3 consecutive years, it is required to develop a corrective action plan in the SEEMP Part III and the plan should be confirmed by the Administration or an RO.
Vessels subject to the rating system will be notified by December 31, 2022 of the vessel's SEEMP "CII calculation method, CII standard value for the next 3 years, implementation plan to achieve CII standard value, self-evaluation and improvement. It is necessary to describe "Procedure" (SEEMP Part III) and obtain confirmation from the flag state administration or RO.
Based on the data of IMO DCS in 2023, it will be rated and the rating will be carried out in 5 stages from A to E. If the rating result is "E" or "D" for the third consecutive year, it is necessary to describe the fuel efficiency improvement plan in SEEMP Part III and receive confirmation from the flag state administration or RO.
== Things to do by December 31, 2022 ==
The following items shall be described in SEEMP, verified by the flag state administration or RO, and stored on board.
① CII calculation method
② CII standard value for the next 3 years
③ Implementation plan to achieve the CII standard value
④ Procedure for self-evaluation and improvement (SEEMP Part III)
⑤ Confirmation of Compliance-SEEMP Part III
