“PSC inspection summary for 2021”

We would like to briefly introduce summary of PSC inspection for 2021, based on 2021 annual report issued by Tokyo MOU, Paris MOU and USCG. We hope you find it helpful.

[1]Summary
- The number of PSC inspections in 2021 is recovering to the previous level compared to 2020, when the number of PSC inspections decreased significantly worldwide due to the COVID-19 epidemic. However, the degree of recovery varies depends on PSC region.
- Detention rate is almost flat for Tokyo MOU and USCG. For Paris MOU the rate has been slightly increased from last year but it is still average in the past 10 years.
- Regarding “Black List” for flag state and RO, Liberia Flag is removed from targeted list of USCG which is beginning of July 1, 2022. However, Panama flag remains in the targeted list of USCG.
- The most prominent defects that lead to detention are related to Fire Safety, ISM, and LSA, which is similar to past trends.
[2] Changes in the number of inspection and the Detention rate
Compared to 2020, when the number of PSC inspections decreased worldwide due to the impact of COVID-19, the number of inspections in 2021 is increased. For Tokyo MOU and Paris MOU, the number of inspection in 2021 was less than 2019 or before. But for USCG, the inspection number was same level as 2019.
How about detention rate? Detention rate refers to the ratio of vessels detained to the number of vessels inspected.
Comparing the detention rates for 2020 and 2021, the rate for USCG and Tokyo MOU were almost flat. On the other hand, in Paris MOU, the detention rate deteriorated slightly from 2.92% in 2020 to 3.43% in 2021. It means detained vessel ratio has increased in 2021. However, the detention rate at Paris MOU has remained between 2.98% and 3.88% between 2012 and 2019, with 3.43% in 2021 being the average over the last decade.
[3] Black List/Grey List/White List
Each authority announce lists of flag and RO(recognized Organization) which is risk based evaluation. These lists are one of the criteria by the Authority to determine the frequency of vessel inspections. For example, if a vessel’s flag administration is in the Black List, authorities consider that the vessel is high risk ship, thus inspection frequency may be more.
These lists are regularly updated, and the new lists beginning from July 2022 are published in each annual report of 2021. Regarding Tokyo MOU and Paris MOU, major flag administrations (Panama, Liberia, etc.) are listed on the White List as before.
USCG calls this list as “High Risk Flag Administration” and ”Medium Risk Flag Administration”. Unfortunately, the Panama Flag has been on the Medium Risk list for some time and is not continue to be removed from the list in 2022. On the other hand, the Liberia Flag, which was previously on the Medium Risk list, has been removed from the latest one.
[4] Tendency of deficiency
4.1 Detainable Deficiency
- For Tokyo MOU and USCG, The most prominent defects that lead to detention are related to Fire Safety, ISM, and LSA, which is similar to past trends. Below are common deficiencies.
- Fire Safety:Damaged fire damper・accumulated oil in engine room・defect for fire detection and/or fire alarm, etc.
- ISM(SMS):There are many kind of defects about this. One example, crew do not compliant company’s SMS. Annual report of USCG introduced a detainable deficiency that, “a vessel failed to make proper notifications to the Coast Guard of sick crew on board. The vessel was aware of two crew members with COVID-19 like symptoms and failed to report them for two days while in Port. In this case the vessel’s SMS clearly stated to report immediately any crew who show signs and symptoms of COVID-19 or flu like illness”.
- LSA:Defect for Lifeboat or Rescue boat( damaged boat・improper accessories・readiness of the boat)・damaged Immersion Suites etc.

4.2 Deficiency
You can check deficiency category TOP5 in 2021, the data is from each annual report.
There are some difference tendency for each authority, Fire Safety and LSA is common defect categories.
