Amendments to MARPOL Annex VI on fuel oil sampling and verification procedures for confirming the sulfur contents of fuel oil was adopted by MEPC75 and came into effect on April 1, 2022. The outline of the fuel oil sample defined in this amendment is as follows.
In-use sample : A sample of fuel oil in use on the ship collected from the fuel oil supply system downstream of the fuel oil service tank.
On board sample: A sample of fuel oil taken from the transfer systems from fuel oil storage tanks to fuel oil settling / service tanks.
For the fuel oil sample “In-use sample” defined in the amended regulations, the following is required:
- Installation or designation of sampling points in the fuel oil supply system to the fuel oil system
- Clear display of field sampling points for easy identification of each sampling point
- Description of each sampling point in piping diagram or other related documents
It is not required to fitting and specify a fuel oil sampling point for collecting "On board sample".
[2] Target ships and application date
The target vessels and application dates that require the installation or designation of sampling points for in-use samples are as follows.
--- Target ships ---
Fuel oil supply systems for all new and existing vessels *1. It should be noted that not only the main engine, auxiliary engines and boiler, but also all fuel oil systems such as incinerators, emergency generators and inert gas generators are covered.
*1: Non-Japanese flagged ships less than 400 GT or domestic ships may be not applicable at the discretion of the administration.
Japanese-flagged ships less than 400 GT or domestic ships will be Not applicable.
--- Application date ---
- For ships the keel of which is laid or which is at a similar stage of construction on or after 1 April 2022, registration surveys during construction.
- For ships the keel of which is laid or which is at a similar stage of construction before 1 April 2022, the first IAPP renewal survey carried out on or after 1 April 2023.
Therefore, existing vessels delivered after April 2018 will be subject to the IAPP renewal inspection deadline from April 2023, and compliance with this rule will be required.
For new ships the keel of which is laid or which is at a similar stage of construction before 1 April 2022 is applicable first IAPP renewal inspection five years later from the new ship registration inspection date (certificate issuance date).
[3] Examples of In-use Sample Sampling Points
- Air bleeding plug / Drain valve installed in existing system such as FO Heater and fuel oil strainer can be used as sampling points.
- If the fuel oil supply system is common to several engines such as the main engine and generator engines, one sampling point can be designated. However, the MGO supply system of the generator engine may require a separate sampling point.
- When there is no physical mixture of different types of fuel oil from other fuel oil tanks such as emergency generators, the sample taken from drain valve of the fuel oil tank can be designated as equivalent to the in-use sample.
For your reference, we would like to introduce an excerpt of the piping diagram that describes the sampling points approved by ClassNK on our related vessels.
In addition, it has been approved to take fuel oil samples from existing equipment without installing new sampling points on the introduced vessels.
[4] Survey items
When a new sampling point is installed and piping is modified, plan approval shall be obtained from the ship’s classification society, and on-board survey (visual inspection and leakage test of the modified part) by class surveyor will be required.
If the piping is not modified, plan approval is not required, but Class NK confirms that drawing approval for this rule can be obtained for a fee as per your request.
Utilization points of existing system that meet the sampling point requirements are different depending on the each ship, and it is recommended that the modification requirements of the newly installed sampling points shall be checked with classification society in advance.
