【Regulation】 AMSA Marine Notice 12/2022 for EGCS (Update on Nov.2022)

AMSAがEGCSに関するMarine Notice 12/2022を出状しました。

このMarine Noticeは豪州寄港船がEGCSを使用するにあたって適用される規則等を説明する目的で出状されたものです。

このMarine Noticeにおいて、船舶はIMOの2021年EGCSガイドライン（resolution MEPC.340(77))を遵守することを求められています。またガイドラインを遵守している限りにおいて豪州域内でのEGCSからの排水は認めらえるものの、幾つかの港においては港内での洗浄水の船外排水は避けるよう推奨されているとのことです。

2022年11月30日追記

2019年に出状されたEGCSに関するMarine Notice 05/2019において、定期的な洗浄水排水の分析結果を含めた豪州到着前の報告が求められていました。今回出状の12/2022ではこの点に言及がなかったため、弊社よりAMSAに問い合わせたところ以下の通り回答を受領しました。

• Marine Notice05/2019は無効となった
• 今後はIMOガイドライン及び旗国の方針に従う事が求められる

Marine Notice 05/2019 is superseded and no longer current.

If you are referencing the washwater data collection as per appendix 3 of MEPC.259(68) or discharge water data collection as per appendix 3 of MEPC.340(77) then please contact your flag State for their requirements.

However the EGCS discharge water/washwater must meet pH criteria, PAHs, Turbidity and Nitrates limits.

Please refer to MEPC.259(68), (or MEPC.340(77) where applicable for newer EGCS installations) for EGCS washwater data and reporting that should be available to port State Inspectors.
